Before becoming an isolated criminal, Caesar Clown was part of MADS, a clandestine research group that brought together several future scientific heavyweights of the manga: Vegapunk, as well as Vinsmoke Judge, whose obsession with genetic enhancement gave rise to the Germa 66 program. Unlike Vegapunk, who was honored and integrated into the services of the World Government for his breakthroughs, Caesar specialized in chemical and biological weapons of mass destruction, a field that even the Marines themselves fear.
A Logia Fruit Designed for Destruction: the Gasu Gasu no Mi
Caesar ate the Gasu Gasu no Mi, a Logia-type Devil Fruit that allows him to transform completely into gas, float, pass through solid obstacles, and above all remove oxygen from the surrounding air to suffocate his opponents. A Failed Test That Wiped Out the Island's Life
Years before the crew arrived, Punk Hazard was a legitimate scientific base of the World Government, where Caesar and Vegapunk worked side by side. When the Marines ordered the shutdown of a gas-weapon project deemed too dangerous, Caesar refused to give up and activated the device out of spite after being excluded from the program. The explosion destroyed two of the island's three laboratories and wiped out nearly all of its fauna and flora, turning Caesar into a wanted criminal with a bounty of 300 million berries.
A Desert Split in Two: Ice on One Side, Fire on the Other
As a result of this scientific catastrophe, the island was permanently divided into two extreme zones: one half perpetually frozen, the other transformed into a continuous inferno—one of the most visually striking settings in the entire One Piece universe. After escaping from his floating prison, Caesar took advantage of this reputation as a cursed land to settle there discreetly, certain that no one would think to come looking for him in a territory officially wiped off the map.

Punk Hazard's False Savior
Back on the island, Caesar treats the survivors still paralyzed by the toxic gas and presents himself to them as their benefactor, calling himself "Master." SAD, SMILE fruits, and the alliance with Doflamingo
A unique ingredient for artificial fruits that fail nine times out of ten
Caesar's true treasure is not Smiley, but his unique ability to produce SAD, a substance essential for manufacturing artificial Devil Fruits called SMILE. Unlike real Devil Fruits, these synthetic creations fail approximately nine times out of ten: when a SMILE does not work properly, its user still develops partial animal characteristics but permanently loses the ability to express genuine emotions, condemned to laugh in all circumstances. A key supplier for Kaido's army
This SAD production is part of a vast trafficking operation orchestrated by Donquixote Doflamingo, who then resells the completed SMILE fruits to Kaido to strengthen the ranks of his Beast Pirates. This network largely explains why so many of Kaido's subordinates display imperfect animal transformations during the Wano arc — a direct consequence of the research Caesar conducted on Punk Hazard years earlier.
From Dressrosa to Egghead: a turbulent fate
Hostage, bargaining chip, then mere survivor
Once captured by Luffy and Law, Caesar becomes a prized hostage: deprived of his heart through the power of the Ope Ope no Mi, he is used as a bargaining chip in exchange for Doflamingo during the Dressrosa arc, before fleeing aboard the Thousand Sunny and crossing paths with the pirates of Big Mom. Captured once again during the Whole Cake Island arc, he is put to work for the Emperor on new gigantification experiments before being freed by Capone Bege during the failed plot against her.
NEO MADS and Vegapunk's final message
Once free, Caesar reunites with his former ally Vinsmoke Judge to found NEO MADS, an ambitious project aimed at surpassing Vegapunk's work. Ironically, their last known appearance takes place during the Egghead arc, where the two scientists helplessly witness the farewell message of the man they hoped to surpass — a twist that brutally calls their entire joint project into question.
