1. The Summit of the World: Who Really Rules?
Officially, the throne located in Mariejois is empty to symbolize equality among the founding nations. This is the greatest lie in the history of the world. The reality? A pyramidal power structure hidden beneath layers of propaganda.

The five elders whom we thought were merely politicians are actually warriors with demonic powers (Mythical Zoans, Yokai). They answer directly to Imu and can transform into legendary monsters.

2. Imu-Sama: The Hidden God of the World
Imu-sama is the most explosive revelation of the final saga. For 800 years, the World Government has claimed that the Empty Throne represented equality. In reality, Imu-sama secretly sits upon it, surrounded by giant portraits of characters he wants to "erase": Luffy, Teach, Vivi, and Shanks.
- Appearance: Androgynous, with black hair and icy blue eyes. His true age is unknown but could exceed 800 years.
- Power: Capable of destroying entire islands using a weapon linked to his Devil Fruit or the Ancient Weapons. He erased the Kingdom of Lulusia from the world in a matter of seconds.
- Immortality Theory: Linked to the Ope Ope no Mi, used 800 years ago to grant him surgical immortality.
- Connection to Joy Boy: Imu-sama is Joy Boy's direct enemy—and therefore Luffy's (Nika). Their final confrontation is inevitable.

3. God Valley: The Founding Crime
God Valley is the island that no longer exists. It was erased from the maps by the World Government after a shameful incident—and yet this is where everything changed, about 38 years ago.
Here is what happened:
- The Rocks Pirates, the most dangerous crew ever to exist (bringing together Whitebeard, Big Mom, Kaido, and young Blackbeard), attacked an island where Celestial Dragons and their slaves were present.
- Monkey D. Garp and Gol D. Roger formed a temporary alliance to stop them—a pirate and a Marine side by side. Together, they defeated the crew of Rocks D. Xebec.
- The Government then erased the island from the maps to avoid revealing that Celestial Dragons had been present as targets—and that slaves had been involved.

4. The Marines: The Armed Arm of Justice
The Marines are the public face of world power. Their official mission: maintain order and hunt pirates. Their real mission: protect the interests of the World Government and the Celestial Dragons. They are led by Fleet Admiral Sakazuki (Akainu), a fanatical follower of "Absolute Justice."

Every pirate and every criminal deserves death — even innocent people associated with them. "A single ember can set everything ablaze." He killed Ace and burned refugees at Ohara. The ends justify the means.
Moral Justice (Dōtoku Seigi)
Representative: Fujitora (Issho)
Justice must be just, not merely legal. Fujitora blinded himself so he would no longer see the world's horrors. He supported abolishing the Warlords and wants the Marines to apologize publicly.
Flexible Justice (Jiyū Seigi)
Representative: Aokiji (Kuzan)
Justice adapts to the circumstances. A pirate may be allowed to go free if the greater good justifies it. Aokiji eventually left the Marines after his defeat by Akainu — refusing to serve an overly rigid form of justice.

🌿 Ryokugyu (Aramaki)
Mori Mori no Mi — living forest fruit. He can create, control, and expand vegetation at will. He feeds on living beings through his plants. A fanatical Akainu supporter, he tried to attack Wano alone after the war.

🤖 The SSG (Science Special Group) & the Seraphim
To replace the Warlords, Vegapunk developed the SSG — an army of enhanced clones of the former Warlords, equipped with artificial Devil Fruits and Fish-Man genes to give them wings. They are the Seraphim.

Operating in the Marine's shadow is Cipher Pol—the World Government's intelligence and assassination agency. From CP1 to CP8 (known agencies) to the mythical CP0 (whose existence is officially denied), these agents use Rokushiki (Six Powers) and serve the Celestial Dragons directly.

Luffy’s father is the Government’s number-one enemy: Monkey D. Dragon, leader of the Revolutionary Army. Garp (the legendary Marine) is his grandfather, placing Luffy at the center of a worldwide family conflict unique in the saga’s history.
After losing his 10-day duel against Akainu on Punk Hazard for the position of Fleet Admiral, Aokiji (Kuzan) resigned, refusing to serve under the “Absolute Justice.” He now appears to be infiltrating Blackbeard’s crew—as a double agent for SWORD or out of personal conviction; the mystery remains unsolved.
The Buster Call is a maximum-level military intervention order—5 Vice Admirals and 10 warships deployed to destroy a target. Only a few high-ranking officers can activate it. It was used at Ohara (the massacre of archaeologists), at Enies Lobby (against Luffy’s crew), and represents the Government’s ultimate threat against any resistance.
Everything points to it. Imu-sama has ruled for at least 800 years—since the founding of the World Government. The strongest theory is that someone used the Ope Ope no Mi (surgical immortality) on Imu during the Void Century—at the cost of the user’s death. CP0 is the World Government’s secret elite unit. Unlike other divisions, its existence is officially denied. Its agents directly protect the Celestial Dragons, eliminate sensitive targets, and act where the Marines cannot officially appear. Rob Lucci is its best-known representative.
Most likely, part of it. Garp, Koby, and Fujitora—moral figures who have already deviated from the doctrine—could join the Straw Hats’ cause during the final war against the true enemy (Imu and the Gorosei).
